So, the business case should be real. It can be very simple and not necessarily unique, but it should be a real case.

First, you should give a clear explanation of your idea and how you expect to achieve it. It is important to mention the cloud services you may need to use. Also, if possible, try to provide a link to a webpage describing your project.

Step2 : APPLICATION under review
Once, you submit the form, you should receive an email informing you that your application is under review.
Step3 : APPLICATION Confirmation
If you meet all the program prerequisites and take into consideration our recommendation, Amazon will add a $300 AWS Credit to your account (valid for 6 months).
So, you should receive a confirmation email like the one below.
Generally, Amazon replies Shortly. In my case, it takes 6 days to get the approval.
